My iPad has the same Apple ID as my iPhone for which I have extra iCloud storage. Why won’t my iPad link to that storage plan

It should have access to the storage if using the same Apple ID.
Make sure it is actually the same Apple ID in Settings->Account (top of settings)->Email address (under your picture).
You can check iCloud Storage there too.

Show some screenshots, it can help. Of course with hide your name and mailaddress.
