IRISH ICLOUD NOT WORKING

Seen people complain about this for years and wondering why its not fixed yet? I have already selected ireland as my location/region and have entered and used irish bank account details so why is it still asking me for a postcode instead of an eircode? And not accepting anything!! Im trying to get a contraction counter downloaded for going into labour and its not letting me because its saying im in the wrong store for the wrong region.
