The lock appears for a second, then disappears.

Try this: Go to SystemPreferences, Security and Privacy and unlock te padlock. Click on Advanced and select "Require an adminstrator password to access system-wide preferences". Click on OK.
If you go Battery now, and unlock the padlock, are you able to change the settings?

Got it. Based on what you've told us, is sounds like third-party software may be the cause of the issue. We recommend Removing any unwanted apps or login items. Install and uninstall apps from the internet or disc on Mac & Remove login items to resolve startup problems on your Mac
If the issue continues after that, you may want to try to use Malwarebytes. Mac Antivirus | Malwarebytes Antivirus for Mac | Malwarebytes We've heard it can remove unwanted software that can cause issues like this.

I had the same problem and didn’t find much help anywhere else about this. This actually worked for me though thanks. Must admit though I’m a bit troubled by all these little small things that seem to plague these new m1s and Big Sur. My first Mac ever and the excitement is quickly fading away learning about all the small things that Apple has yet to fix. On the fence whether or not I should return it

Surprisingly, it worked! now the keylock appears (which didn't appear before) and I am able to change the settings.
