My Macbook Pro thinks it’s syncing with my iPhone but they aren’t connected

My Macbook Pro is trying to sync with my iPhone but they aren’t even connected. This prevents me from restarting, updating and shutting off my MacBook. I can’t type on Safari either. I’ve tried disconnecting the wifi and Bluetooth of both devices but it still doesn’t work. I’ve also let the battery die out and restarted the laptop but this also doesn’t work

Restart each or force quit each and reboot.
