Two different icloud storage

When i go to " settings -> icloud -> manage storage " page; WhatsApp Mesenger storage is shown as 6.3 GB

but when i go to " settings -> icloud -> manage storage -> back ups -> this iphone " under choose data to back up window, WhatsApp is shown as 18.57 GB.

so, what is the difference between these storages? Why are they different? What does these numbers indicate differently? Could some please explain to me? I added screenshots of two different storages.

Really a question for WhatsApp support.

However, I see 2 unique names for the WhatsApp content being backed up.

WhatsApp Messenger and WhatsApp. Likely not the same content.
