Someone is buying stuff and charging it to my bank acc from apple that is not me

This is a user to user forum. You are not addressing Apple or Apple Support.
If someone has unauthorized access to your Apple ID, then change your password. If someone has added your account or debit card to their Apple ID, then contact your bank’s fraud department and report it.
Outside if that, you can report issues with purchases at https://reportaproblem.apple.com
