With Family sharing, is it safe to assume that the 200GB of icloud storage is shared with all Family members? Or does each member get 200GB? If it is shared, can the organizer dictate how much each person can use?

200GB is the total storage. Each family member can use any part of that total. There is currently no option to allocate how much each member can use. You may want to make the suggestion to Apple that they add that option via : Feedback - iCloud - Apple
