No. No iPad ever made is capable of connecting to any service providers cellular telephone voice network. iPads are cellular data devices, not cellular telephones. Cellular apps work as they connect to the internet over cellular data.

There is no cellular telephone app for an iPad. Their are VoIP iPad apps - telephone apps that make calls over the internet, such as FaceTime, Skype and Ooma.

The one and only way an iPad can make or receive cellular telephone voice calls (or SMS or MMS texts, which require the cell telephone voice network) is when paired to an iPhone -> Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
