Deceased aunt's i pad is locked, how do I start it from scratch without Apple ID information. I have erased all settings and content using IPad recovery, but when I start to set it up it still has activation lock. I do not know her Apple ID or password.

You don't.

You can't remove the activation without proof you are the legal owner.
