Apple does NOT randomly call anyone, out of the blue, about anything about users’ devices, locked or not.
How would Apple - or anyone in the world for that matter - know what is on your device or computer or if it is activation locked or not?
Apple has no means of remotely locking or rendering un-usable anyone’s personal computing devices. They also are not monitoring your devices nor your identity information.
User Activation Locked is a feature that Apple implements on all of its personal mobile devices.
Apple takes security of user's private data very seriously and Activation lock is an anti-theft feature to prevent a device from being illegally entered into and to prevent selling of stolen property and data, which, admittedly, still happens in many forms with Apple devices.
This is NO scam, but serious user privacy protection from Apple.

I thought you were inquiring about Activation lock and whether or not Apple warns you about this before this happens.
Did you actually receive a phone call from someone claiming to be Apple warning you about Activation Lock and identity theft issues?

Is your iPad actually locked? If so, what can you see? If not actually locked or disabled, what is happening?
If your iPad is locked, the call is more than likely true.
