Safari missing?

Safari is maintained as a part of iOS. There is no self standing version of Safari.

Go step by step and test.

1. Use the App Library to find your apps

From your Home Screen, swipe left until you see the App Library.

Your apps are automatically sorted into categories.

2. Make sure that Safari is not restricted.

Settings > Screen Time > Content and Privacy  Restrictions

Enter Passcode if you have set it up

    Allowed apps > Safari

    Turn it on.

3. Reset Home Screen

Settings > General > Reset > Reset Home Screen Layout

How the heck did you get Safari off your phone? Anyway, either look in your app list to see if it's there, if not make sure it's not restricted in screen time, and if all else fails you should factory reset your phone. Make a backup of everything and see if that works. If not, call Apple support (If you jailbroke your phone and got rid of it, your warranty is void and you cannot get it back)
