Cannot Reset Security Questions

We don’t have sufficient information to reset your security questions.

it ‘s kind of stupid, I can sign in my account with no problems. but when I'm trying to active two factor authentication, it always asks me Security Questions.

I don't remember!

when I'm trying to reset security questions on my mobile phone, it asks me security questions again.

if I'm trying to reset security questions on website , it shows me "we don’t have sufficient information to reset your security questions."
