My account was downgraded from 200GB to 5 GB for one month, what happens to my files (photos) that were stored in icloud before my downgrade???

when you downgrade your storage level you can expect any of your data which exceeds the new storage level to be deleted: there may be a 'grace period' before this happens but there is no information on whether this is the case or how long it is.
