I can’t activated an old ipad please help me
If you are unable to (re)activate your iPad, you may have greater chance of success if you connect your iPad to a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of macOS). Once connected to your computer, your iPad will be detected - and you should be able to activate using iTunes.
A restart of your WiFi Router and/or a change of DNS settings may be helpful.
To restart you home router, disconnect power - then wait at least 30 seconds before restarting. When you router has rebooted (which may take several minutes), force-restart your iPad:

How old is this iPad?
If it is very old, like 8-10 years old, I wouldn't even bother to take the time and effort needed to get such an old iPad up and running.
These old 8-10 year oldiPad models are too old and obsolete now.
If the iPad, in question is 8-10-years old or more, just forget about this iPad.
It is not worth all the trouble.

Like I stated, if this is a really old iPad model, 8-10 yesrs old, I would NOT even bother taking the time to try everything LotusPilot has outline as it is simply not worth all the time and effort involved to do so.
These old 8-10-year old iPads are pretty much obsolete today, in 2021.
