Why can’t I download or update

when I try and download or update a app it keeps saying that I can’t because of my billing info, and I already tried my iTunes thingy to see if it was working and it was, nothing worked again. It’s been like this since may

You should go in and update your billing information. There is probably something that tried to be approved and was denied for whatever reason either the billing information is incorrect or the bank declined the transaction. That being said, you will need to update it or use a different card. Then when you get that fixed, you'll be able to update your apps. You can go to Change, add, or remove Apple ID payment methods - Apple Support to get more information on how to do this.

Have you Relocated?:

To successfully update, when you change you location/region, you need to zero out your balance. Then updates should work. Note that purchases will no longer be accessible, being your are in a region other than where you purchased those items. (it all has to do with licensing between Apple and the Developer/Studio).

So, to Zero-Out to Balance:

To zero-out your balance, either purchase something from Apple that is more than what is in your account, or call Apple, requesting that an iTunes Staff member zeros-out your balance.

Contact Apple Support:

Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
