How to update iOS and back up with cell data no WiFi?

You don't, sorry.
To update iOS or create iCloud backups, wifi connection with Internet access is mandatory (no cellular data, no personal hotspot, no VPN connections are allowed).
If you don't have any wifi connection, "borrow" one from your friends, or ask for help at an Apple Store or Authorized Shop.
