but status still pending

Your enrollment could not be completed Hi, I am trying to join Apple Developer Program Enrollment but it always tell me that : Your enrollment in the Apple Developer Program could not be completed at this time. even the Visa card is active and I bought from it many times from outside the age 45 . I send a case to Apple support but they didn't answer me . what I can do ? Thanks,
