Apple diagnostics indicates a PPT004 code, a problem with the battery not holding its charge. What issues cause this to take place? Is it the battery, or something else at fault?

Without being able to see the laptop and without any more details the Battery would be the most likely.
I highly recommend having Apple or an Apple Authorized Service Provider replace the battery if the laptop is still supported since the quality of third party Lithium-ion Batteries is extremely poor even when purchased from a reputable vendor such as OWC or iFixIt.
