How can I get rid of the white outlines on my screen?

On my iPad Pro, there has been a recent issue. Whenever I try to use the arrow keys on my Magic Keyboard for iPad Pro, an outline appears on my screen that circles random buttons. Whenever I press the right, left, up, or down arrow, it will move to a button closest in that direction. This is getting very annoying and irritating.

Here is a picture of what my screen looks like with the outlines:

As you can see, the text bar has an outline. This happens with every application I have. I’ve tried restarting my iPad, but every attempt to try and fix this has failed. If you know how to solve this, please respond.

Thank you for using Apple Support Communities. Based on your post, you have an outline on applications using your iPad. We'll do our best to assist.

This appears to be an Accessibility option enabled. If there is a shortcut set up, this should explain more and how to disable it: About the Accessibility Shortcut for iPhone, iPad, and iPod touch

If you have Siri enabled, you could also ask Siri to disable the shortcut.
