The 6th generation iPod Touch cannot be updated to iOS 13 or beyond, so the answer is; it won't.

There may be future updates for the 6th generation model, but only within the iOS 12 range and probably only for security or stability issues.

Apple have released iOS12.5.4 for the 6th generation iPod Touch (among other models). I'm downloading it as I type this post (16th June 2021 @ 17:00 hours, CET / GMT).

As far as I'm aware, it is a security update, it offers no new features.

Note that iOS 12.5.4 may not be available yet in your region. My experience is that such updates are made available in phases, probably to avoid overloading the download servers. So if you no joy finding it, just be patient.
