I'm having the same problem after a 6-floor downfall of my iPhone 11. I've been trying to restore 5-6 times by now but still not working. Wish me luck because it's the 3rd cellphone in two years.
I can't afford any other one.
Or please Apple send me a new one after 3 cellphones lost in less than two years. :'(
