I got a iPhone 7 from someone who sold it to me while i was working for $20, he said there was a passcode on it so i just didn’t care and bought it. I restored the iPhone but now it has an activation lock on it. Any tips to help me get it factory reset?

There are no tips for the Activation Lock except to just remove the Activation Lock with the correct Apple ID / Password. You will need to contact the previous owner to get that information. There is no way around this. If there is no known previous owner then you were probably sold a lost / stolen iPhone. The Activation Lock is a security feature.
