when I want to login to iCloud it says enter a password and when I enter the password it says this account is not active
Seems like the Apple ID was requested to be deactivated at some point. This is something that the owner of the account has to request.It does not happen automatically. When that happened you should have received an email with a re-activation code.
You need to contact Apple support to re-activate the account by providing the code you were sent.
