The URL format I provided should resolve to a regional version according to the country to which the reader's Apple ID is set. The USA version is only forced if you use https://www.apple.com/us/shop/help/returns_refund

I am aware that people asking questions here can be anywhere in the world. I provide the USA information (which applies in many countries I have viewed) but I do specify that it is the US version. Hopefully a reader clicks on the link to read the document and get the version that applies in their case. :-)

I'm seldom sure of whether the URL converts, so that helps. I will look for the /us/ notation in the future.
