Apple Watch series 3

I had my watch on my arm and I just happened to look down and it was dangling by this plastic thing and then I looked and saw another plastic thing that was not connected how do I get this fixed?

I am assuming that that plastic thing has to be put back somewhere how do I do that I put it back on and watch will not turn on???
