I can't remember my iPhone ID or password

I can’t remember my id or password on my iPhone 5s. I just want to be able to wipe out all information and start fresh. No, I didn’t back up anything to The Cloud.

is it possible to clear all data and information from an old iPhone if I can’t remember my old id and password? I never backed up anything to The Almighty Cloud!!!

This is not about any of my current devices.
