There is no mystery here and to be expected...
It is a normal result of the up grade process—This is general house cleaning as the macOS transitions to a new macOS w/ the new apfs and the read-only system volume introduced back in macOS Catalina.
the original can be found in Finder>Go>Go To Folder> copy and paste:
/Users/Shared
If you have no customized config files, then you have no use or recognition of the information, then you can easily delete the alias with no further consternation.
About the Relocated Items folder
"While creating the two separate volumes during the upgrade process, files and data that couldn’t be moved to their new location are placed in a Relocated Items folder. The Relocated Items folder is in the Shared folder within the User folder (/Users/Shared/Relocated Items) and available though a shortcut on the Desktop. The Relocated Items folder includes a PDF document with more details about these files."
