I have a card(air miles) disappearing sporadically from the wall.
To add it back, simply opening the air miles app will fix the issue.
I've asked the app tech support and they told me it's an iOS issue but I doubt it...

That is a loyalty card and not an Apple Pay card. All Loyalty cards are installed in the Wallet app by a parent app which belongs to a vendor (in your case it is an Airline app). The stability of the loyalty card in the wallet app depends on its development. In short, you are right, the developer of that app will need to fix that bug on an upcoming update.
