iPad use when not home

My new iPad (8th Gen, WiFi, 32 GB) doesn't have a data plan. Don't want to use it on public networks outside of home so will buying a wireless router let me use it when not home?

Thank you in advance.

No, a wireless router will let you use it in your home as long as the router is cable connected to an ISP gateway device of some kind.

Do you have a smart phone or iPhone? If so you may be able to use it as a mobile data hotspot to connect the iPad to the internet when away from home.

otherwise when not at home your only options are to use public WiFi, or return the WiFi only iPad and get one with cellular data and set up a cellular data account.
