App deletion removes all associated data from the device - whereas App offloading only removes the App whilst leaving its data intact.
If you have an iCloud or iTunes backup created or last updated prior to deletion of the App - yes, it is possible to recover the data. It is necessary to restore the backup to your iPad:

You cannot selectively restore elements from the backup; the restore process returns your device to its state when the backup was last updated.
If you don’t have a pre-existing backup, or unless your data is also stored elsewhere, your data will have been irretrievably lost.
