Try contacting Apple Support.
Work through the screens to get an email or chat option.
Boot to the Recovery Volume (command - R on a restart). Run Disk Utility and select First Aid. Then re-install the OS.
Reinstall from macOS Recovery.
I cannot set up my new MacBook Air. I started and got as far as setting up a password before it stalled. I have restarted an entred my password several times. That is all I can do.
