An iPhone 6 can't be upgraded beyond 12.5.3, it doesn't have the hardware needed to run the newer iOS's.

You would have to upgrade it yourself. it may not run on that older iOS.

Why not, what is the error message?

If it says you need a newer iOS, then you will need to buy a new phone that supports the latest iOS. Your iPhone 6 can't be upgraded any further.
