Four Thoughts:
A. How Fast is Your Connection?
With fast speed(600MB/Sec), it takes me just a few moments. If you have slow speed, then it will take some time.
B. Try Safe Mode:
If you have fast speed, yet it is taking what seems far too long, then boot up in Safe Mode [Hold Down: the shift key upon boot], and then see if it is much faster. In Safe Mode, login items do not open at login, certain preferences are set aside, and system files(i.e. caches) are often fixed. So, download the installation file in Safe Mode, restart the Mac, and proceed with the upgrade download.
C. Single Out this User:
Try creating a new Administrator (for temporary use), and see if you can download and install it out that user.
D. Time Machine Backup:
Important: Prior to the upgrading, Create a Time Machine Backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong, with the installation.

macOS Big Sur is a huge download about 12.5GBs so it will take a long time.
Using Wifi is not recommended use a cabled connection from your mac to your router.
And don't use any other devices that use the same internet connection while the mac is downloading.
And the last 2 minutes if the install took 59 minutes here as well as 7, 8, or 9 restarts, lost track.
