I switched my apple music from individual to a family plan and I’m connecting other persons in my family to it and it still isn’t working.

Did you follow these steps:
Get an Apple Music family subscription - Apple Support
and
Set up Family Sharing - Apple Support
If so, you might be able to fix the issue by turning Sync Library off for all of your family devices, then turning it back on again. Learn how.
