We've tried to set up everything under content restrictions that we can on my wife's phone for this child's iPad. She is the family organizer and the account on the iPad is a child's account linked to the family.
We can see content restriction settings on her phone for this child, but as the OP said, we can't seem to add any apps to the iPad.

A little hard to advise and help you when you provide NO information about your iPad.
Here are my questions to you.
What year and model iPad do you have/own?
The “A” model number can be found on the aluminium back of your iPad, in small print, right under the larger bold print “iPad”.
What iOS/iPadOS version is this iPad, currently, running?
What is the rated, internal data storage space/capacity of your iPad model and how much of this free, internal data storage capacity is left inside of your iPad model?
All of that additional info can be found in the Settings app, General settings panel, About.
Please attempt to answer all questions asked.

I have no clue who I am responding to here, now.
There are now three different Posters seemingly with the same situation.
Sooooo confusing, now.
Many third party apps may have moved to a higher minimum iiPadOS, now.
You own a 2013 ( NOT 2014 ) iPad Air 1st generation.
The 2013 iPad Air 1, iPad Mini 2 and 2014 iPad Mini 3 cannot upgrade beyond any version of iOS 12, currently at iOS 12.5.4.
Your iPad models is nearly 8-years old, in 2021.
Sorry.
These iPad models have overall internal hardware that is too old, too underpowered and incapable of running all of the new, advanced and internal hardware resource intensive features of iPadOS.
These iPad models will soon be 7 and 8-years old, in 2021.
Sorry.
There is one last thing you can try/attempt, if you need older versions of apps.
If you own another much newer iOS device that can run iOS/iPadOS 13 and later, you can install the most recent version app/s onto that more recent iOS device.
Then go back to your older iPad, open the iOS App Store, go to the Purchases section of the store app, search for the app/s you wish to try and download to that older iPad and see if an older version of the app is allowed to be downloaded/installed to that older iPad.
These newer iOS/iPadOS devices must use your same Apple ID user account and password.
Failing that OR IF NO joy, then there is nothing more to be done.
It's 2021, now.
If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a purchase of a new iPad model OR a much, MUCH “newer” and less expensive, refurbished or used iPad models, from better known, trusted sources, like other Apple product/device retailers/resellers, some locally or from online, on the Web/Internet, capable of running the latest iPadOS versions.
There are PLENTY of newer, older iPad models that can run the latest, current versions of iPadOS.
If you need to purchase older, less expensive iPad models, look at older IPads from 2014 and later.
All of these older model iPads below CAN run the latest iPadOS versions and the up and coming iPadOS 15.

2015, 7.9 inch screen iPad Mini 4 models
2015-2017, 12.9 inch screen iPad Pro models. ( 1st gen Pencil support )
2016, 9.7 inch screen iPad Pro models ( 1st gen Pencil support )

2018, 9.7 inch screen iPad 6th gen models (1st gen Pencil support )
2019, 10.2 inch screen iPad 7th gen models ( 1st gen Pencil support )
2020, 10.2 inch screen iPad 8th gen models. ( 1st gen Pencil support )
Get the largest internal data storage model you can afford as NO Apple iOS device has expandable storage.
I am sorry that you had to learn all of this, but this does not change any of the facts regarding these very old iOS devices.

Literally no app will install from the app store. I can't purchase books, I can't send messages...
It seems like content restrictions on the child's account is broken.
If you like as a test I can try installing apps on this device using my own account?
Have you tried a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

You have an iPad4. You are going to have difficulties finding compatible Apps for iPad.
Update support for iPad4 ended September 2017. The final iOS releases for this model were iOS 10.3.3 (WiFi Only models) and iOS 10.3.4 (WiFi & Cellular). iPad4 cannot be updated to any later major version of iOS as it lacks the minimum hardware requirements needed to run more recent versions. The 32-bit platform upon which the iPad4 is based is obsolete.
Many App Developers have also dropped support for 32-bit devices and iOS versions preceding iOS11/12/13 - and have withdrawn older versions of their Apps from the Apple App Store. Withdrawal of Apps supporting older models of iPad is making their utility and usefulness significantly more limited. Once compatible versions Apps are withdrawn, you’ll not be able (re)download or (re)install them.
If Apps that you need to use now have higher minimum iOS-version requirements, your only option is to replace your iPad with newer model. Of current models, even the entry-level iPad8 supports current iPadOS 14 - and has hardware specifications and capabilities that vastly outperform your old iPad4.
I hope this information is helpful - if only in clearly stating the fundamental limitations of your iPad4 and your available options.
