If I delete my photos , will it be still in the iCloud?

If I offload photos on my iPhone, will it be there in iCloud?

Change your iCloud feature settings [iOS and Mac] - https://support.apple.com/HT207689 - "'When you turn off an iCloud feature on a device, information stored only in iCloud for that feature is no longer available on the device. If you turn off Mail, Contacts, Calendars, Notes, Reminders, or iCloud Photos on just one device, you can still view and change your information on iCloud.com and on another device you set up for that feature."


You would need to turn off iCloud Photos on the phone and then delete them from your phone, in that order. Of course any new photos you take won't be stored in iCloud and if you turn on iCloud Photos again then all the ones in iCloud will start downloading to your phone again.


You could also see if you have optimization set on your device and if this would offer a compromise that works better for you. Optimization specifically with reference to "Set up and use iCloud Photos" - https://support.apple.com/HT204264

iCloud Photos keeps all your photos and videos in their original, high-resolution version. You can save space on your device when you turn on Optimize Storage.
