The App Store isn't compatible with a PC. You have to use the one on the phone. If you can't find the App Store on the phone, have you searched for it?

Search on your iPhone, iPad, or iPod touch

If necessary, do a backup and try a factory reset. Then restore from your backup.

Restore to Factory setting.

Restore - If you see an error when you update or restore your iPhone, iPad, or iPod

Backup - Restore your device from an iCloud or iTunes backup.
