Setting up new iPhone 12 pro

I’m almost set up , but when I go into settings on the new phone it seems to be stuck. There’s the word continue highlighted in blue but it doesn’t do anything when I touch it. I can see it’s continually buffering, has been for a long time. What have I done wrong?
