My Mac book was stolen and im not sure if there is any way for me to access any of my photos/videos. im devastated. and im not sure how to track it if its offline or if theres any more i can do to locating it.

If you had iCloud Photos turned on before it was stolen, you can log into www.icloud.com and access the photos in the Photos app there. Also, if you turn on iCloud Photos on a replacement Mac, the photos will sync to it from icloud.com.

I'm assuming that you did not have a backup; there isn't anything you can do about that now, but for the future please see: How to back up your Mac - Official Apple Support

If it is off-line, there is no way to track it. If you turned on, Find My Mac, it could be located if it was on-line, but it's not like you can go pick it up and confront the thief. You would be able to erase it though.
I'm guessing that part of your devastation is that you weren't keeping an external backup.
