My cookies are enabled but Yahoo mail still says they aren’t
We have enabled cookies in Safari but Yahoo keeps asking that they be enabled

First, let's clear the history and cookies from Safari, then quit and reopen Safari:
Clear the history and cookies from Safari on your iPhone, iPad, or iPod touch
Quit and reopen an app on iPad
If that does not work, install the Yahoo Mail app and see if that works:
