Even though I have deleted those contacts from my phone and iCloud, they keep popping up on telegram and snap chat also their old names do not change either. It feels like they keep restoring from a very old back up.

To resolve this issue follow the steps in the Apple Support article If your iCloud Contacts, Calendars, or Reminders won’t sync.
