You do have the App Store every mac has the App Store it comes as part of the OS and it cannot be deleted.

Open your Applications folder that is where it lives.

If you want it to show in your Dock drag the icon of the App Store from the Applications folder into the Dock.

No --- Not if it isn't an option in your area. Note that App Store is not a service available to everyone. The same case for each and every app. It all has to do with licensing between Apple and your Location/Region
