Is there a way to transfer everything but photos to a new iPhone?

I'm getting a new iPhone later and have already completed a backup of my old one. I have a lot of pictures specifically that I don't want to transfer over to my new phone. Is there a way to prevent them from automatically downloading?

In the past I remember leaving the store with the phone completely fresh and deciding later what I wanted to be carried over from iCloud, but I can't remember how I did that.

I realize I could just have everything transfer over and then delete what I don't want but I'm hoping there's a more streamlined way.

If you're using iCloud it is relatively easy. Restore the phone from a backup. This should restore things that do not use iCloud. Now set up iCloud, activating items one by one except iCloud Photos.

Of course at some stage you may want to use iCloud Photos to get stuff off your phone but I'll let you decide what to do at that stage. :-)
