Safari window keeps showing all tabs from earlier browsing

Whenever I open Safari, it shows tabs from my browsing from the past (even from a month ago) below the toolbar. How to get rid of all these browsing history tab? I deleted all browsing history. But those tabs still appear. Please help.

iMac 21.5″, macOS 10.15

Try quitting Safari and launching Safari holding shift key down.
