Card declined

I keep trying to make a purchase for absolutely no money etc but every time it ways that I can’t because my card was declined. I’ve tried over and over again I’ve even made other purchases with the same card(I only have one card and it’s brand new) but I’ve made purchases in Apple with it before with no problems yet it still declined it even though I have the money for it
