What if I bought the phone from someone and it has the lock but I can’t get in contact with them

Then you can't use that iPhone; the activation lock is an anti-theft measure. If applicable, ask the people running the site or store you bought it through for a refund.

Take this as a Learning Experience:

The next time you purchase a used Apple device, make sure that you can log into it. For an iPhone, have the original user use this site: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support. Request that you are able to log into it, and assign it to your account, prior to handing over the money. If the seller decides to disabide by those rules you've set forth, then do not proceed with the transaction.
