How is the iPhone locked? Activation Lock? Passcode locked? More information would help.

See the Apple Support article(s) below. Note the last section which covers having Apple remove it if you have proof of purchase.

Turn off Activation Lock - Apple Support.

Passcode

Passcode - If you forgot the passcode for your iPhone or your device is disabled.
