Camera shutter sound

My phone is on silent and the sound is all the way off but if I take a photo the camera shutter sound is still obnoxiously loud. I have live photo turned on and it still makes a loud PING sound after it takes the photo (basically I've done everything that the internet told me would make the camera sound silent). I live in Germany and its not illegal to have the shutter sound go silent (I had an iPhone 8 that never made a sound, and I asked three of my friends if their iPhones make a loud shutter sound and they said no, not if its on silent). What is going on and how do I get rid of this annoying sound?
