Air Tags Connection

What if the fifth, sixth, ect. Sounds are all the same and it is still not pairing?

My girlfriend was next to me when she paired her tag and the option came up on both of our phones, I X’ed out of it and she connected, then I took a few steps away from her and removed my plastic battery peel and the tag did its chime but nothing popped up on my phone or hers. Waited,. And started resetting the tag, still nothing, find My is on, only thing I am wondering is if my apple Id is restricted or something.
