You must not (cannot) use a Hotspot for this or any iOS update.
Wi-Fi without any Hotspot is required.

You need top connect to an actual WiFi network instead of a hotspot.
But if i have not other wifi conecction and there in hotspot has no data limit then what is solution fir hotspot
The solution is to visit a place offering a Wi-Fi connection without Hotspot and without VPN.
